WhatsApp’s Messaging Limits Are Changing on October 7, 2025 – Here's What You Need to Do

As a reminder, starting October 7, 2025, WhatsApp is changing the way they calculate messaging limits per phone number.

Currently, your account’s total messaging limit is the sum of each phone number’s individual limit. After this change, WhatsApp will apply a single messaging limit across your entire account — based on the phone number with the highest limit.

For example, if one phone number can message 100,000 people per day while other numbers can only message 10,000 per day, your WhatsApp Business Account’s messaging limit will be based on the phone number with the highest messaging limit which will be 100,000 in this case.

If the combined messaging volume from all phone numbers within a WhatsApp Business account goes over the shared limit, the surplus amount of messages will fail to send. This is why it’s pertinent to check your current tiers and consider upgrading your phone number with the highest limit to an even higher or unlimited tier to keep your messaging outreach running smoothly.

What Are the Changes to WhatsApp’s Messaging Limits?

As previously mentioned, the current system for messaging limits is that if your business uses multiple WhatsApp numbers, each number has its own messaging limits. These limits are combined across your WhatsApp Business account, meaning your total messaging limit is the sum of all phone numbers’ limits.

Current System (Before October 7, 2025) New System (After October 7, 2025)
Each phone number within a WhatsApp Business account has its own messaging limit The messaging limit for the entire WhatsApp Business account will be determined by the highest messaging tier of any phone number within the account
If one number has a limit of 10,000 messages per day and another has 100,000, the total capacity for the business is 110,000 messages per day Regardless of how many numbers you have, your total daily messaging capacity will be equal to the highest tier among them

If your business uses multiple phone numbers to send messages on WhatsApp, this change will impact your business’ daily messaging limit. As stated earlier, after October 7, 2025, if you have one number with a 10,000 message limit and another phone number with a 100,000 message limit, your total messaging limit for your WhatsApp Business account will be 100,000 messages per day. Any messages exceeding the messaging limit will fail to send.

How Do WhatsApp Messaging Limits Work?

To make sense of this change, it may be helpful to understand how WhatsApp defines messaging limits:

  • Messaging limits apply to business-initiated conversations
    • Business-initiated conversations are new messages your business sends to unique users in a 24-hour period
  • WhatsApp messaging limits are based on unique users, not message count
  • Replies to user-initiated messages within 24 hours do not count toward your account’s daily messaging capacity
  • Once your account reaches the daily limit, any new conversations initiated will fail until the 24-hour period resets

In other words, hitting your account’s messaging limit means you can still reply to active chats but cannot start new ones.

What Your Business Should Do Now

  1. Audit your WhatsApp numbers
  2. Check the messaging tier of each number under your WhatsApp Business account. Your phone number with the highest messaging tier will determine your account-wide capacity starting October 7, 2025.

    • Go to Meta Business Manager → WhatsApp Manager
    • Review each number’s current tier (e.g. 1K, 10K, 100K, or Unlimited)
    • Note which number has the highest capacity
  3. Forecast Your Daily Volume
  4. It’s best to review your daily unique user sends. If your total daily usage exceeds your highest tier, you will need to adjust. It’s recommended to know the following:

    • How many messages are sent to unique users per day
    • Does this number exceed your account’s highest tier’s messaging capacity
  5. Plan to Upgrade Your Tier
  6. If your account’s shared capacity will limit your messaging, your business has two options:

    • Upgrade the phone number with the highest tier to a higher tier or unlimited
    • Consolidate high-volume campaigns on your phone number with the highest tier

WhatsApp messaging limits scale automatically based on your performance and usage. Here’s how upgrades work:

Stage Upgrade Type How to Qualify
New Number → 1K Tier Manual step Complete the scaling path: verify your business and phone number in Business Manager
1K → 10K / 100K / 1M / Unlimited Automatic scaling Maintain a High or Medium quality rating, stay connected, and message near your daily limit for 7 days

This serves as a reminder to do the following:

✓ Identify your highest-tier number
✓ Review your daily messaging volume
✓ Upgrade if your volume exceeds your current highest tier
✓ Move major campaigns to your highest-tier number
✓ Test your outbound campaigns to ensure they’re within limits

Frequently Asked Questions (FAQs)

Will my total limit automatically decrease on Oct 7?

This depends on how many phone numbers your WhatsApp Business account has:

  • Multiple numbers: If your WhatsApp Business account currently relies on multiple numbers to increase total messaging capacity, your total daily limit will be capped at the highest-tier number starting October 7. In other words, your combined capacity may be lower than it is today.
  • Single number: If you only have one WhatsApp number, your daily messaging limit will remain the same, because it’s already based on that number’s tier.
Will I be charged for failed messages?

No, messages that fail due to exceeding capacity will not be charged.

How do I reach the Unlimited tier?

To reach the Unlimited messaging tier on WhatsApp Business, start by reaching the 1,000 messages per day tier, this requires you to verify your business and phone number.

After that, WhatsApp will automatically upgrade your tier based on performance, such as maintaining a medium or high-quality rating and consistently message near your current limit over a 7-day period.

To stay eligible for higher tiers, make sure to send messages to users who are opted-in, respond promptly to users, and avoid low-quality interactions. Following these steps can help you achieve higher messaging tiers such as Unlimited.

The Wrap Up

WhatsApp’s updates to messaging limits simplifies capacity tracking but introduces new constraints for high-volume senders. This serves as a reminder to:

  • Review your WhatsApp numbers and tiers
  • Forecast your messaging volume
  • Upgrade your highest-tier number if needed
  • Test your campaigns to ensure compliance
